Luxembourg confused or boycotting itself?

At the first meeting of the EU Foreign Affairs Council which is still ongoing in Ljubljana, Slovenia, on the topic of Private Security Companies, some heated debate has taken place. One of the loudest speakers happens to be the minister from Grand Duchy of Luxembourg, who is striving to achieve the prohibition of usage of Private Security and Military Companies.

This is a rather strange stance, bearing in mind the fact that Luxembourg has authorised the shipowners to hire PCS for protection of the Luxembourgish flagged ships. Furthermore, the government also requested the shipowners to present the contracts with the PSCs, all data of the personnel serving on the ship and the list of weapons they are carrying, as well as the licenses for which are being issued by the government of Luxembourg. The prohibition is therefore going against the interests of Luxembourg, which brings the actions of the minister into question.
